SEA ITAP Overview

The Individualized Technical Assistance Plan (ITAP) is a data-driven process, designed to help busy SEA Coordinators identify their needs, set goals, and strategize how the 21st Century Community Learning Centers (21st CCLC) National Technical Assistance Center (NTAC) can meet them where they are to provide timely training and technical assistance (TTA) for them and/or their subgrantees. Through the ITAP, Senior Technical Assistance (TA) Liaisons will work alongside SEA Coordinators to determine needs and set priorities for TTA.

To develop the initial ITAP, Senior TA Liaisons and Subgrantee TA Liaisons will examine a variety of data points, including:

  • Grant competitions/ Requests for Applications (RFAs)
  • SEA monitoring reports
  • TTA requests/feedback
  • Evaluation reports
  • SEA Coordinator communication
  • ITAP Questionnaire
  • U.S. Department of Education (Department) program officer

Senior Technical Assistance (TA) Liaisons are assigned to specific SEAs and Department program officers. They serve as main contacts for the SEA Coordinators and collaborate with them to develop an ITAP for their SEA.

Subgrantee Technical Assistance (TA) Liaisons work with Senior TA Liaisons and SEA Coordinators to develop in-depth TA plans for subgrantees.

In collaboration with the SEA Coordinators, Senior TA Liaisons will determine the best plan of action to help support their needs through the 21st CCLC NTAC’s multitiered system of support (MTSS) approach. The data in the ITAP will be updated annually, starting with the 21st CCLC NTAC TA Team, who will conduct research, analyze data, determine initial needs, and then engage the SEA Coordinators’ participation in confirming needs. The ITAP is where all the information will be housed, and it will be critical for Senior TA Liaisons to be in regular contact with the SEA Coordinators as they determine what will work best for them.

The overall goal for this individualized process is to create action plans for SEA Coordinators, using a data-driven approach to learn about needs and goals, and then summarize TTA needs for SEA Coordinators and their subgrantees. The ITAP will be a living/working document that includes ongoing needs, implementation strategies, and SEA Coordinators’ participation in TTA activities. This information can guide States in setting priorities, selecting strategies to achieve their goals, determining the types of internal and external resources required to implement those strategies, and taking the necessary steps to make a difference at the SEA and subgrantee levels.
